Make the next action specific
Write the label as a concrete action. Use a link for navigation and a button for an action in the current interface. Give one action clear emphasis and let secondary actions remain visually quieter.
Check every state
Allow room for long labels and show hover, focus and disabled states distinctly. Test the control with a keyboard and on a touch screen. A colour change alone may be difficult to notice.
